They constantly claim they weren't informed, as though they have no proactive duty -- even with regards to EXECUTIVE BRANCH agencies! Then, when it's shown they were damned near inundated with information, they complain that it wasn't specific enough with regards to place, time, method, and/or perpetrators ... even to the point of wanting flight numbers and identification papers.

Yet all of this information, including past activities of the hijackers, was (magically?) made public within 48 hours of the collapse of the towers!!

They (meaning the Executive Branch agencies) had the information! No reasonable person could possibly expect that information to be of any higher quality, both in terms of abundance and specificity. All manner of executive functions (from law enforcement to corporate executives) operate every day with information of less specificity!
