Cond - Secy Rumsfeld said it best - that incident was past didn't want to respond tit for tat - strategical vs tactical and would embolden terrorists. Best course was to look ahead for more aggressive strategy. I believe UBL was ready for a response to the Cole

Thompson - that answer bothers me.

C - we're moving to a diffent concept - not just try to punish them. IN the context of war, it's an issue of can you do strategic damage to an organizaton.

T - blowing up our destroyers is an act of war, is it not? How much more do we need to respond?

C - we believe a response would embolden them

T - remarkable but Congress has to change the structure of the FBI and provide funding . Where was the Congress?????

C - We couldn't make big changes in 233 days. Patriot Act gives ability legally to share inter-agency info. YOu can't depend on TREE SHAKING or an alert Canadian border agent. This is hard - structural changes we have made give us a better chance

T - Zbignew Bryz (sp) says this week...Iran may arise as a nuclear state and Hezbollah or Hamas may arise as threats - are we keeping an eye on that?

C - We are. Not just focusing on AQ - enlisting help of countries around the world. We've de-legitamized terrorism...We are keeping our eye on it. Can't just focus on one thing - war on terrorism is an organizing principle to form a united front

T - If we rec sweeping changes to re-org FBI CIA can you say the prez will fight to get them enacted

C - if he agrees with them. The country was not properly structured but we're better than ever today. Prez highest calling is to protect the people
