Dave Frasca is the key supervising special agent in the charge of the FBI's Radical Fundamentalist Unit in Washington D.C. According to Newsweek (June 3, 2002, p. 25) "Frasca was the agent in charge of the Moussaoui case and his office also received the Phoenix memo." The New York Times also confirms that the "FBI clearinghouse for Al Qaeda intelligence was the Bin Laden and Radical Fundamentalist Units...The units had complete access to the Phoenix memorandum, the Moussaoui case and the Ressam debriefings." (Ressam is the man with the bomb intended for the L.A. Airport who was arrested at the Canadian border in December, l999) (New York Times, May 27, 2002, p. A11)

Despite intense criticism of Dave Frasca by FBI agent Rowley in her famous report, she has never revealed publicly his name. Yet Patrick J.. Leahy (an anthrax target), Democrat of Vermont; Charles E. Grussley, Republican of Iowa and Arlen Specter, Republican of Pennsylvania "have identified Dave Frasca" as the cutting edge of the U.S. Government's pre-September 11 do nothing policy in regards to Al Qaeda terrorists.

This short article will detail the key supervisory role Dave Frasca played in the events of September 11.

First some background facts. On August 6, 2001, President Bush received a briefing by the CIA titled "Bin Laden Determined to Strike in U.S." (National Post, May20, 2002, p.1) The report was prepared at Mr. Bush's request after he became alarmed at warnings of "an impending attack in the summer of 2001." (National Post, May 20, 2002, p. A9) At the time, Bush was concerned about "domestic targets." Yet According to Jonathan Freeland (writing in the National Guardian, May30-June5, 2002 p. 11) "Vice President Dick Cheney sat on a Counter-Terrorism Bill passed to him in July, 2001. The Attorney General John Ashcroft refused a demand for more FBI anti-terrorism agents. The Defense Secretary Donald Rumsfield did not deploy a predator drone aircraft which the Clinton Administration had used to track Bin Laden. National Security Advisor Condi Rice was warned by her Clintonite predecessor that she should spend more time on Al Qaeda than any other issue." She didn't

1. He gave classified testimony to the Senate committee, but I don't think
he's even been called before the 9/11 Commission, though the families requested he appear.

From a recent Sander Hicks interview with John Judge:

SH: More on the subject of what the Commission should be looking at that they’re not looking at? What about Dave Frasca at the FBI? According to a recent speech I was at by Mike Ruppert, Dave Frasca was the guy who destroyed FBI Al Qaeda records, he sat on the Phoenix Memo, he also ignored the Minneapolis investigation, blocking the warrant that Coleen Rowlely wanted to get on Moussaoi. And then after 9/11 he got promoted to #2 in charge of domestic terrorism at the FBI.

JJ: Because he had done such a good job before.

SH: Right. Has the Commission called Frasca?

JJ: Not that we’re aware of. They’re being so secretive with me that I asked them the other day for them to give me the names and phone numbers of the heads of the six investigative teams and they said "we don’t release any information about our staff." This is a Federal Commission! I said "This is paid for by tax dollars, you’re not going to give me information about your staff?"

SH: And you’re not just Joe Schmoe, you’re representing a citizens group dedicated to monitoring and trying to be helpful.

JJ: We sat down with Zelikow and Felzenberg at one point and said, we want a more formal relationship with the Commission, and Zelikow, beamingly informed us that "We’re exempt from the Federal Advisory Committee Act, so we don’t have to."

also, he lied lied lied to the 911 widows' FACES about open FBI investigations on Atta and other jackers, prior to the attack

5. I am VERY eager to see Mueller in front of the 9/11 Commission
I hope to God they force him to testify before the commission publicly. He is the lynchpin in all of this, IMO. All they have to ask him is why the hell he had all this information and yet didn't do a god damned thing to get it to the people who needed it (FAA, border security, etc.).

also, Mueller LIED straight out to the 911 widows.

I heard Gail Sheehy on OFranken say this TWICE.

they asked him HOW on EARTH they could get pictures of Atta at a CASH MACHINE within hours of the attack, without having any open investigations.

he said there were NONE open, right to their faces!

he apparently has lied in public about that, and Tom Pickard has said some very contradictory things, quoted last night on NBC, I think

he's testifying, too, and Ashcroft/Mueller got some splaining to do

somebody is LYING here, and I don't think it's Pickard, Sheehy, or the moms

they should call THEM, and get them to tell their version of the Atta conversation

BTW, Sheehy is a REAL hero in this, as well

she wrote a story about Sibel Edmonds back in January, to which nobody paid any attention

very detailed, very very damning of the FBI, the Senate Judiciary, and, especially, the commission

3. This is very interesting approach
I think you're onto something important here.

The man in the middle - in charge of stopping reports from moving up, and passing stand-off orders down - probably knows an AWFUL lot.

7. The evidence against this admin. is SOOO overwhelming....
There IS no justice in this world, if this administration gets away with this.

O8) Pray that all this evidence is someday, VERY soon, seen and UNDERSTOOD by all Americans. On television 24/7 until our people KNOW and fully understand what a mafia our government has truly become. O8)

We need to clean house and start over. This country is in extreme danger, and is placing people all over the world in extreme danger. This has to stop!

The problem is....when karma comes to roost in a country (just like is happening in Iraq), it is the PEOPLE, the private citizens, who are hurt the worst.

And we're living in a country where half of the citizens are moron freepers. We're in heavy-duty danger.

8. Very interesting. Here's some related proof:
Speaking of mishandling the Moussaoui case, there was another person involved in denying the FISA search warrant request: Marion "Spike" Bowman.

He is a lawyer, and was the head of the FBI's National Security Law Unit (maybe still is?). *HE* was the one who actually denied the request.

Incredibly -- and this is the real kicker -- he was given a "Presidential Rank Award" in 2002, including a cash bonus of 20% of his yearly salary. That's right, he drops the ball big time, screws up royally, yet is still given a *Presidential* award for good service. Oh yeah, he was nominated by Mueller for the award.

Sen. Charles Grassley, R-Iowa, complained in a letter to the FBI director, "You are sending the wrong signal to those agents who fought -- sometimes against senior FBI bureaucrats at headquarters -- to prevent the attacks."

Grassley asked Mueller to explain in writing his decision to nominate Bowman. He told Mueller that Senate testimony by Bowman during a closed Judiciary Committee hearing in July raised serious questions about the competence of lawyers in his unit.

Sen. Richard Shelby of Alabama, the senior Republican on the Intelligence Committee during its oversight investigation of the FBI, complained last month -- just days before Bowman won the award -- that Bowman's law unit provided "inexcusably confused and inaccurate information" to FBI investigators in Minneapolis during the Moussaoui case.

Shelby said in an 84-page report that the FBI unit's advice turned out to be "patently false" and led agents in Minnesota on a "wild goose chase for nearly three weeks."

On Thursday, Shelby said the award showed "no accountability for poor performance at the bureau."

12. LIHOP or "LIHTSS"? (Let It Happen Through...
... Sheer Stupidity).

maggrwaggr used this catchy phrase in another thread, at http://www.democraticunderground.com/discuss/duboard.php?az=view_all&address=104x1392380

How can you talk about the possibility of LIHOP without dealing with the possibility of LIHTSS? Don't you think many more people would "connect the dots" to conclude LIHTSS than would go all the way to LIHOP? And wouldn't facts consistent with LIHTSS also be consistent with LIHOP?

Haven't you encountered people who are both abjectly incompetent and extremely arrogant and sure of themselves? Isn't it possible Frasca is one of these, and that bureaucracy tends to cover up the failings of people like this?

13. His job was to relay warnings from the field to the top.
The top being Ashcroft and Bush. Well, we know what happened. Ashcroft did not fly commercial and Bush went on a one month vacation.

So either

1) Frasca was incompetent, and did not realize the significance of the warnings from Minnesota and Arizona. If you believe this, you will believe anything.

or

2) He was told to ignore the memos.
That gives Plausible Denial to the top guys, Ashcroft and Bush, who can then say that they did not have "actionable" intelligence.
They had it for themselves, apparently, but not for the rest of us who flew.

14. FBI could have had a special "Usama Bin Laden" section
