Indeed, it did start out with a historical analysis of al Qaeda but it was a preface to the heart of the memo, which at the end, talks about "recent" reports of using explosives to attack Federal buildings in NYC...

Seems to me all the 'historical' points in the memo are used to show that they planned some of their attacks years in advance but that this was meantto be "recent" information..
