They'll think it was God trying to send them a message through Chimp's rainbow tie.

The Rainbow was God's way to promise Noah that they'll be harmony after the Great Flood.

Now "God" is telling them that there is another Great Flood (Iraq War II) that is ridding the earth of "evil ones" and that the Earth will be Harmonious after this.

There were some other threads about this that explained it in technical terms.

The question remains: Why? Didn't his handlers know that one never wears a checked suit or tie on TV? Even I know that, and I've been on TV exactly once in my life. They sent a little note home telling me what not to wear.

they do display incompetence at almost everything, but Rove is supposed to be this manipulative political super-genius and its hard to imagine them not knowing about how the tie would look.
