What happened to the $700 Million????
Woodward's book apparently says that $700 Million was moved from an allocation approved by Congress to go towards the actual war on terrorism in Afghanistan. Aside from the illegality of it (that is a whole other issue) what did they need $700 Million dollars for in planning?

Did we need to make payments to the Saudis, Kuwaitis, Qatarians (?) and if so doesn't that sound like the decision had already been made? Okay we know the decision was made LONG before January 2003.

$700 Million is just under half what Wolfowitz said ($1.7 Billion) the whole thing would cost. Did they go ahead and pull what an initial payment out for the cost of something the supposedly hadn't decided on yet?

We know it wasn't used to buy body armor or rig up Humvees so what in the world was the money used for?

How much was in the brief case found with SH?? Was it around 300K?? What the hell ever happened to that money?? Did it go straight to Bush and Cheney to split up?

Woodward also relates that special forces and intelligence operatives distributed some $300 million to local Iraqi tribal leaders. Talk about flushing our hard-earned money down the toilet.

6. That sounds more like implementation not planning
I'm not disagreeing with you, that is a reasonable expense that could account for it, but they don't do that in the PLANNING phase. Sounds like the decision was already made (it was) and they had things in the works.

11. Thanks as soon as my wife and I heard that........
we both looked at each other and our accountantness took over.

We need an accounting for what that money was spent on AS WELL AS that legality of moving the money around. Was it legal? Yes or No we need to know what it was spent on. We have a right to know.

I am e-mailing my Representative and Senators tomorrow.
