Al Franken talking about the $700 million RIGHT NOW.
Saying how Woodward has alleged this and it is UNCONSTITUTIONAL to divert the funds.

8. Gonna contact my Senator. Ranking member of the Energy Committee.
Domestic producers might like to know that the bottom is going to fall out of the oil market because of Saudi manipulation of our economy. And states that collect taxes on crude and gasoline based on the price might like to know that their revenue will tank.

12. Violation of the United States Constitution.
Edited on Mon Apr-19-04 11:49 AM by Lex
We should look up the specific Article where the Constitution directs that Congress approves the money for a particular use, so we'll know what Article of the Constitution has been violated.

Shrub held up his hand and put the other on the Bible and pledged to uphold the Constitution when he was inaugurated. (Why lightening didn't strike him right then I'll never know.)

17. Article I, Section 9
"No money shall be drawn from the treasury, but in consequence of appropriations made by law; and a regular statement and account of receipts and expenditures of all public money shall be published from time to time."

19. There ya go!
Congress appropriates it as it is drawn from the Treasury.

Article I, Section 9.

Bingo.

15. In the Constitution -- Presidents can't take funds...
out of the "Treasury" without appropriation by Congress. The money came from an appropriation for Afghanistan, in secret, and was used for Iraq war preparation -- and, as Woodward says, "Congress was completely in the dark." The Bush administration, in my opinion, could be impeached on any number of their abuses of power, but this one seems clear and easy to understand. The Repubs own the government, so impeachment is unlikely, but people should know the Bushies are guilty of a clear impeachable offense.

14. He's eviscerating his right wing friend now...
...this is pretty funny. They play a clip from Rush Windbag, and then proceed to COMPLETELY prove him to be a fool. And the dittohead just merrily goes along with his dittoheadism.
