So Congressional appropriation bills are meaningless... |

because Bush can spend the money anyway he damn well pleases and NOTHING WILL BE DONE.
Since that's the only meaningful power of congress, isn't this just a nicer way of disbanding the legislature?

i understand and expect GOP congressmen won't do anything, because as randi has said they are spineless and petrified of tom delay and others in the RNC.
but what bothers me is the democrats and any independents. what's more important? staying in power by not making waves or retaining any sense of authority in our gov't institution by insisting on a rule of law?
no, both are to blame. pressure anyone, anyone!, in congress to obey the constitution they've sworn to protect. otherwise they just might as well roll over and disappear because we have divine right of kings now and legislatures is just taking up spare money for the royal war chest...
