The US Secretary of State?
The administration of George W. Bush aka The War President has harmed US and is getting a lot of people killed through following the policies of the failed Bush Doctrine of pre-emptive war and PNAC.
Anti-Americanism has risen since this mismanaged administration took over and went to war on terrorism, something is rotten when a Saudi Prince is informed about the gravest decision a US President can make, taking US to war-based on selective neo-conservative dominated intelligence gathered quickly to boost the illusion of a decision being made, intelligence that Sect. Powell, at first reading, exclaimed something about not delivering "bullshit" to the UN and was reported initially not going to deliver the speech he did deliver for George W. Bush aka The War President who held a war briefing for a Saudi Prince but not the US Sect. of State.
Consider LIHOP, then that make sense, corruption and crimes blanketed by that old "national security" whitewash by neo-conservative traitors imo.

And they are making it all "Why was he informed first?" instead of "Why was he informed AT ALL?!?!?" What is a Saudi Prince doing looking at our war plans, clearly marked not-for-foreign-officials?!?!? Throw that point around a bit, please :D

paid for with our taxes-the use of mercenaries really endangers US military and they are actually helping to further the case of Osama Bin Laden and ultimately raise anti-American feelings worldwide, aren't those high crimes and misdemeanors???????????????

Powell helped write the plan and put the finishing touches on it. So, he would have had to brief himself on the plan. Powell knew about it long before the Saudi prince did.

That's the real question, not whether Powell saw them before or after or at all. I love how the bush cabal is trying very hard to make everyone focus on the red herring of timing.

about the behavior of USAF on 9-11-2001? I know that military careers were determined by response time to possible US air-space threats-they even scrambled for UFO's, why not multiple airliners attacking-they had plans for that too.
General Meyers came out of US Space Command, didn't he? A lot of US Space Command folks surround Rumsfeld, lots of Air Force blue around the Secretary of Defense (defense, not Bush Doctrine)lots of questions about their performance on 9/11, too.
