Look at the "Area Assignment Preference" section. That is a part where he states his preferences for CONUS assignments. Looks like the Northeast is winning from what I can see.

I'm no geography whiz, and Lord knows things have changed in the last 30 years, but did Texas used to be in the Northeast?
