Is this the Dem Sec of State's choice to make, or does the Governor decide?

decision was limited to a specific model in only four counties, and notes all the other Diebold machines that are (so far) still OK, according to the panel.
Then it buries the recommendation to refer this matter to the AG for civil and criminal prosecution.
Who wants to let Diebold still count votes in a state where they're under investigation by elected Democrats?
That would be absurb.
Now, more than ever, it's important to get Diebold out everwhere because now they have a very serious conflict in interest. How can CA possibly let them count the votes for people who are investigating them?????
Maybe this will be how the politicians let them out of their contracts without forcing them to pay contractual damages (presuming the lame-ass contracts they probably wrote even have damage provisions which benefit the government).

.....the county election supervisors are generally responsible for what voting systems are used in each county. In Alaska, Hawaii, and Utah the Lieutenant Governor handles the SoS role for those states.
It's my understanding that if the SoS makes a system illegal for use in the State, the County officials can't use that equipment.
