Did anyone hear this Bush quote?
During the news (am radio at 2:04 cdt) I heard Bush say something about "restoring wetlands that didn't previously exist". How do you restore something that didn't exist? Did anyone here catch the exact quote?

9. I didn't hear the entire clip.
Just the part about restoring wetlands that didn't exist. This will be a good one for my list of Bushisms if I can find the exact quote.

7. Thats Bush-speak...
He was probably referring to the EPA policy that is supposed to recreate wetlands that they allowed to be filled in by construction.

I've always wondered... how does one recreate a previously thriving ecosystem? I doubt the EPA has a good answer.

To accomplish this objective, my administration will work to restore, to improve, and to protect at least three million acres of wetlands over the next five years. (Applause.) First part of the strategy is to restore at least one million acres of wetlands that do no exist today. Through expanded incentive and partnership measures, such as the Department of Agriculture's Wetland Reserve Program, and through new grants under the Interior Department's North American Wetlands Conservation Act, we can expand wetlands. By the way, the North American Wetlands Conservation Act, Jeb, was signed by Dad. (Applause)

12. in typical Bushgarble, he was warping the "trade off" provision, I think,
where a developer can build on a Federal wetland as long as it allocates another area it owns for wetlands protection....

I'm sure Busboy got the Cliff Notes version read to him and figured it meant "creating" wetlands.....

brief seasonal flooding as a wetland to build the "bank" of trade off entities. Want to build a Wally World in Florida, here's some street corners in Tampa that flood every so often and, guess what!, they're wetlands. Let's trade!

We support development and we've "created" wetlands....

What Colonel Sanders is to chickens. Is Lee Atwater really dead? Now Bush the Younger is running as the "Environmental President."
