My Thought For a change In Policy

I Call It George Bush's Rule, And It changes the the rules for presidential Elections
FIRST! Shorten the term, but increase the limits, go from 2 terms of 4 Years to 4 terms of 2 years, so People Like Bush wont have such a long time to screw the country up
Second! A portion of taxes goes to fund Commercials, for ALL Presidential candidates (5% of what this country spends on its military could easilly afford this) Along With Reinstatement of the Equal Time Rule, So all commercials are seen/heard

What do you think DU? Merely an idea wich came to me in the tub that i thought was decent so i decided to share for discussion
