The CIA regulars were running around shooting darts at the neo-cons and pushing the Plame thing.
SmirkCo needs someone who will put a lid on the CIA and make it completely beholden to the Bush Crime Family without any questions, compunctions or second thoughts. ' Conveniently, Smirk can also blame him for 9/11, no WMDs etc etc.

He kissed Bush's ass like they were best buds and didn't mention Clinton at all. I don't understand his behavior if he was fired by Bush. Something doesn't add up.
Edited to add;
I heard someone say that the upcoming 9/11 report is going to be very hard on Tenet and he wanted to get out before it came out in July.
