Chavez was secretly visiting upstate New York in an attempt to organize nude dance bars into oil revenue-sharing cooperatives, and was supposed to be on the flight that crashed into the Pentagon. But in the end, the government faked the crash into the Pentagon – thus, foiling their own plan!
