for certain. In his recent appearance at the hearings, as seen on tv, he seemed intent on making clear that there were distinctions between him and the "boys." Yet he clearly plays a role in this administration. Perhaps he and C. Powell did speak against the war behind closed doors. And perhaps his plans to leave are his way of publicly showing his distaste for what is going on. He's an interesting character, clearly having more of a grasp on the realities of world politics than cheney etc.
