A doctrine of presidential prerogative which, unannounced it would seem, has suspended constitutional government in favor of martial law.

It's hard to swallow, I know, but it's equally hard to ignore. We live in a state of martial law because * says we live in a state of martial law.

The current "war" on terror brings the eternal questions of war powers, constitutional constraints on presidential actions and power during times of crisis, and the presidential prerogative to the forefront. This paper examines the need for the prerogative presidency with consideration to the central and historic issues of the proper and constitutional role of the president.
