George W. Bush--Torturer-in-Chief

From everything that has come out and according to novel legal theory only the President has the power to order torture. That is--laws do not apply when he says so (in time of war). (oh, and we are at war)

If torture has been the policy (what are the odds?) there is only one person responsible.
