What if Gore had said Bush would have North Korea where it is now?

Suppose that in campaign 2000, Gore had said the following:

"What if, for no apparent reason at all, Mr. Bush incites North Korea to restart their nuclear weapons program and begin producing nuclear weapons. The United States would have no recourse whatsoever, because out of humiliation for his blunder, Bush would refuse to negotiate with North Korea. The bombs would be built, and Bush would be forced to kowtow to North Korea indirectly by kowtowing to the Chinese."

Republicans would have said Gore was crazy. There is no way Bush would be that stupid. That level of idiocy from Bush? Impossible.
