Clinton won his elections by significant margins, but Bush didn't even win his election, as much as he was selected for the job. And what a poor selection it was....

Bush is polarizing because he slams dems and accuses them of being unpatriotic if they dare voice a thought that isn't in total lockstep with his agenda.
People are polarized over Clinton because the media feeds their hatred by using the same divisive tactics that the VRWC perfected to demonize anybody to the left of Atilla the Hun and actually Clinton wasn't really a lefty at all.

Doesn't get more polarizing than that.
REPUBLICANS polarized the country in response to Clinton's success, but Clinton himself never made any effort to polarize the country or its voters. Quite the opposite, to the dismay of many on the left.

Bush is at 82%. Despite all of the complaints, President Clinton tried to govern from the center and was a very effective leader. Bush has been one of the most partisan presidents in history and has not been effective.
