It sounds a bit like a push poll to me:
"Positive, this film and its director, Michael Moore, will do more damage to their own side with their distorted propaganda."
Why didn't they just keep it simple?
Fahrenheit 9/11 will have a a) positive effect on the Bush campaign b) negative effect on the Bush campaign c) little effect one way or another.

Who gives a shit anyway? I love it when they use the word "propaganda" as if it's inherently bad. From Webster's:
2 : the spreading of ideas, information, or rumor for the purpose of helping or injuring an institution, a cause, or a person
3 : ideas, facts, or allegations spread deliberately to further one's cause or to damage an opposing cause; also : a public action having such an effect
We spread ideas and information to promote causes ALL THE TIME! While I may not be in favor of a particular cause, if its supporters spread "propaganda" that is TRUE, then it's just information that I can use to agree or disagree with their cause.
Are there different words for the ideas/facts/information type propaganda vs. the rumors/allegations type propaganda?
