it looks like Condi's writing to me.
Check out the similar letters : m n t e
Otherwise it looks like the person writing it had other intentions for the word Freedom and then wrote the F over the previous writing.
And the Reign looks sorta weird... like neizn..?
What was that, or does he/she always write like this?
