Is Saddam presumed "innocent" until proven guilty ?

Just curious since we have announced the new dictates for the new Iraqi government. Bush has pronounced democracy as the only way to achieve justice. We used to operate on the principle of presumed innocent until proven guilty in this country. I don't think that is necessarily true anymore. Does Saddam deserve better than Americans?

If he were in the US I would give it an unequivocal yes vote.

11. He will appear before a judge and hear the charges against him
Which are being drawn up today, as we speak. He will be permitted access to a lawyer, it is reported. Many are standing in line to defend him. However, I doubt that he will ever be permitted to run for "public" office...
