Is a violation of procedure, but it may or may not be a crime.

If he stole documents, even unwittingly, it would be a crime.

As far as what effect it will have on perception of the report, it will only reduce the number of current Bush fans who are swayed by the report. The Bush administration is trying desperately to at least hold on to as much of their base as possible. Such is my opinion.
