Can't the Florida House dismiss election results?

Can't the Florida House dismiss election results?
I remember in 2000, the Republicans were all set to overturn the election results if the recount indicated Gore was the winner. According to the Florida law, the electoral college laws allowed the Fla. House of Reps. to pick new delegates, even after the election. Does anyone remember this more clearly?
