Clinton gets blamed, but Dubya was in charge. It happen on Bush's watch. He should have been paying more attention when Clinton informed him about OBL when he took office.

they said something to the effect of. . .the 9/11 commission cited the Clinton administration with 4 mistakes and the Bush administration with 6. . .which to the casual observer sounds as though culpability was almost equally shared.
BUT if you do the math it suggests that the Clinton administration made one mistake for every two years they were in office. Since the * misadministration had only been in office for 31 weeks when 9/11 occured, that means they screwed up once EVERY FIVE WEEKS !!!!
Note the subtle distinction.
