Maybe they should DEFINE the Poll???
If the purpose was a whitewash and cover up - answer yes. If the purpose was to be sure to exonerate Bush & CO. - answer yes
If the purpose was to actually get to the truth - answer no.

two of which you listed above.
third goal: to obfuscate and so cloud the issues that the truth, when found, will be treated with skepticism.
fourth goal: to change the subject from finding out what happened and how to prevent it happening again to creating another level of an American Gestapo.
fifth goal: to remove the bushgang's negligence and/or participation in 9/11 as an issue in the election.

It depends upon what you think the goal of the 9/11 commission was.
Some people (including many on the commission) think it was supposed to investigate the 9/11 tragedy and make recommendations for reform WITHOUT assigning political blame.
I'm not sure how you can effectively understand the 9/11 tragedy without assigning any political blame. Yes, there's blame to go around (hear that freepers? a DU'er believes that Clinton deserves some measure of criticism), but ultimately the Bush administration deserves a much healthier portion of the blame conisdering that it occurred under their watch and they can't point to ANYTHING they were doing to combat the problem of terrorism. Saying "We understood the problem and we were doing everything in our power to deal with it" is nothing but words. Name ONE thing they did. Just one.
There are definitely systemic problems that need to be addressed, and I think the 9/11 has done a good job of identifying those, but giving both Clinton and Bush a pass just to appear non-partisan seems to me to be doing a disservice to the American people

Was it:
a. Cover the butts of every elected official, Dem or Repub, who made any decision concerning terrorism and Air security in the last 2 decades?
or
b. Cover Bush's* ass so that his failings aren't even a blip on the radar screen come Nov 2nd - all the while making sure that Clinton gets a lot of blame so that spinmeisters can in someway attach that blame to Kerry?
or
c. Discover what truly happened leading up to the day, on the day, and after the day and how we can make certain safeguards are in place to reduce the likelihood that this ever would happen again?
If it was B then, yes, they did a bang up job.
If A, I'd give them a B, the dragging Clinton in and saying he has equal share as Bush was a little off message.
If C - they rival the miserable failure.

the answer is yes. but i voted no anyway, because the commission was "supposed" to provide answers for those who lost loved ones, and to prevent another incident. it didn't happen.

I can't find anybody who thinks they accomplished any goal.
In the office I work in, we have dem, repub, and indy, and nobody thinks the 9/11 commission has done a thing but make news for itself.
