WP/ABC poll: "VOL" means what? |

WP/ABC poll For Q.5, the horserace of two tickets, results page gives 49:48 in favor of the moron bush, then below that has "VOL neither 12%" Pls tell me what vol means. It also had 'VOL other zero%". According to this poll approximately 97% of voters have made up their mind.
Vol means "volunteered" as in those were not listed as options by the interviewer.
3/4 of undecideds rule only kicks in when we get to October.
Undecided voters in July are different than undecided voters in October.
