2. Assuming you're talking about O(U)Sama,
It's because it's difficult to directly transliterate that name from Arabic to English. It could be either Usama or Osama (for that matter, you'd be amazed how many different ways there are to spell 'Hussein')

The State Department and the man himself spell it Usama, so I tend to as well.

My Iranian friend spells his name (he's not related ... he tells me that incessantly) Husseyn. There are others, but I'd have to look them up.
