Boeing gives the employees the day off (w/pay) so they can attend the rally. That sounds like a campaign contribution to me. Were the Kerry fans allowed to attend? Is this legal?

that Plant makes Army choppers. Paid for with Gov't money. They can't legally charge political events to gov't contracts; and they can't legally charge political events to overhead ( the most likely scenario)since the overhead political costs will endup on gov't contracts.
