Who's calling the shots in Iraq? |

I only ask this question because Condi seems to be stating that the Iraq PM makes the call in Iraq.
Isn't this just the opposite of the Bush administration position of US troops under the direction of non US personnel?
Note: I know Washington is calling the shots, but they're trying to give the impression that the Iraq "government" is calling the shots.

...and the DLC Democrats ALL take their marching orders from a group of very rich white men whose power transcends national borders and elections. If you look real close, you might see some of their errand boys at the IMF conferences. If you can find who these delegates report to, you might find who is giving the orders in Iraq.

If they admit that the US is calling the shots, there goes the argument for Iraqi sovereignty. If they say Allawi is in charge, they alienate the 'no American troops under foreign command' principle. So, they equivocate. As the old saying goes, if you can't dazzle them with brilliance, then baffle them with bullshit. Why do you think W has that ranch?
