Corruption. I believe that Bush's tenure will go down in history as one of the most corrupt.
Once Kerry is President, I expect that we'll slowly but surely learn more about how corrupt this administration really is/was.
The unfortunate thing is that Bush will likely pardon all of those involved before he leaves. Preemptive pardons for all.

... yesterday, but I didn't word it as well as might have liked. Pardons can be given by a president for presumptive criminal acts up to the end of the president's term, but cannot apply to future criminal behavior.
So, yes, there will be many pardons for what occurred during Bush's term (and before, certainly), but they can have no effect on what these bastards will do later.
But, without question, historians will come to see this administration as one of the most corrupt since McKinley's, and easily, one of the most driven by right-wing ideology. It won't come out immediately, but it will come out, eventually.

Particularly in Cheney's case. He has a lot that he'll need to be pardoned for.
I agree that history will see this administration as extremist, particularly in light of the closeness - and controversy - of the 2000 election. I expect that many historical texts will include something similar to, "Despite losing the popular vote, Bush pursued a partisan conservative agenda as though he had received a mandate."
Though, in reality, Bush does believe that he did receive a mandate. Not from the people, but from God himself.
Perhaps history will also see Bush as delusional. We do already! :)
