If neocons stay in power, there will be a draft. There are not enough mercenaries to hire to perform the missions the neocons envision. Some cooked up emergency will justify it, I'm sure. Bush will backtrack and say how everything has changed, blah, blah, blah.
Kerry should be able to get enough troops redeployed out of Iraq to avoid a draft.

If we keep kissing Israel's butt along with bombing Arab and Muslim civilians, Islamic extremism won't disappear.
Fighting Islamic fundamentalists won't be won militarily. It will be won when we 1) we as a nation recognize that Palestinians are human beings who deserve respect and their own homeland, and 2) we as a nation respect all non-Americans as human beings and treat them the way we'd want to be treated. This means that our domestic oil consumption must be reduced and our foreign policy changed to be more humane.

Israel, a country that has lived under the barrel of the Islamic terrorist gun for decades, has the most combat-experienced counterinsurgent force in the world – and boy and girl draftees are its major resource.
Count on it. We will follow their lead.

Hack has opposed this invasion & occupation of Iraq from the start. As have most the top US military brass.
And he doesn't support a draft EXCEPT for the fact that without one, we don't have enough troops, so it's our "volunteer" troops who are being backdoor drafted, forced to fight & keep on fighting, including ill-trained/retired/part-time/ and non-combat troops, each one of them doing the job of dozens of soldiers, each one being sent from one war to the other, back & forth, for years at a time, forced to keep fighting when they're worn out, exhausted, with worn out broken down equipment, forced to fight until they're too wounded...or too dead...to be of any further use.
Then they're discarded.
All because we simply DO NOT HAVE ENOUGH SOLDIERS to fight the wars bush started.
For Hack, US soldiers are THE HOLLY GRAIL, "volunteer" or drafted. He will fight for our troops (as he's done all his life) over anyone and anything.
What he's doing in his article is defending the quality of drafted soldiers...and he knows of what he speaks. Unlike rumsfailed, who's never served a day in his life and sits there denigrating draftees, Col. Hackworth is the highest decorated soldier still living.

9. Strangest discussion about the draft last night... |

I was at my daughter's soccer practice and I was talking to one of the other moms about her son's college plans. She said, "Well, I want to get him into college because I am afraid that Kerry might get elected and then there will be a draft."
I said, "Kerry?! It is Bush who is going to start the draft for his never ending wars."
She said, "No, Kerry said he was going to add troops. How is he going to do that without a draft?"
I reminded her that it is the "Bush Doctrine" of preemptive wars that is going to cause a need for the draft. Kerry is working to bring the troops home.
I also let her know that college is no longer going to be a hiding place for her little guy because if there is a draft, she won't be able to buy his way out of it like in Vietnam. I also reminded her that Canada wasn't an option either (except for my kids because I was born there)
I know I live in Repuke country, but these people are dillusional.

That's the one that left no loopholes, and would apply to rich and poor, male and female alike. Any new draft will leave plenty of exemptions and fall hardest on the low and middle classes -- just what Rangel's bill was meant to draw attention to.
