What is the official policy on using nukes?

I long thought, that when iraq first invaded Kuwait, that the best
and simplest way to fix saddam would have been to execute an ICBM
based 50 megatonne nuclear weapon test with 24 hours notice in the
western deserts of iraq. I was thinking in total warfare mindset,
and figured that iraq had executed total warfare.

Saddam, in 1991 should have had one single warning shot, a formal
letter delivered to his consulate, that the penalty for invading
another nation illegally was immediate and total beheading of the
entire nation, as the USA would simply not tolerate it again after
World War II, and was not willing to sacrifice the lives of 6
billion people to some hoodlums, and that those hoodlums were
really deeply going to regret not getting their asses out of Kuwait
verifiably within 72 hours of the nuclear test.

My defense secretary was to deliver the letter, personally to Mr.
Hussein in Bagdhad.

However, as it turns, it was the USA ambassador to Kuwait who gave a
wrong headed message to Mr. Hussein, to invade in the first place,
and that a TOTAL warfare mentality
Was not useful. As by following diplomatic invitation, Iraq had in
fact engaged the wishes of the USA in regime change, as it was seen
as neoliberal liberation of the women of Kuwait from a regime that
did not recognize women’s rights.

However, I had 2 ICBM’s fueled, and launched, only to hear, reliably
30 minutes after the launch, that there was no need to detonate
either warhead, and that satellite records were showing a total
withdraw from Kuwait.

Then on hearing about the womens rights, I really thought that it
was not worth putting any soldiers on the ground at all. What a
waste to bother defending one totalitarian emirate from another.
It is on the other side of the world, and it was none of our
business, is none of our business, and never will be… we don’t live
there.

And to send anyone to die there, as an act of total cynicism, of
debasement, to send ones own child to cynically be murdered by
people who hate us for thieving their nation, for being more
destructive and murderous, net net, than their once thuggish ruler.

And worst of all, there has been telegraphed a bad militarist
tendency, rather than the once-clear superpower nuclear-only
strategy. I find it stupid, and infantile the republican neocon
ignorance. These neocons are some of the stupidest fucking asinine
bastards on the face of the earth, to squander such a strategic
position for one of rank amateurism.
These people are not warriors in the least, there really are no
words for the absolute and total, geez, on hearing the puppeteer
has finally, put up nothing, and that nobody is responsible for a
crime of stupendous proportions.

Oh my fucking god, what the hell happened, did they all go insane… I
guess so.

The real cost of this petrol-grab, might be the petrowars of the
next century, a series of regioinal conflicts rippling across the
west with various nuclear attacks by the global proliferation of
nuclear waste in the next thousands of years. These boys are
amateurs as they play – war, leaving hatred all over the
battlefield, the worst weapon of all. Real warriors hold it in
