There is absolutely no excuse for this abuse of authority. Katherine Harris should have gone to jail, not to congress, and Blackwell should go to jail, too. Let's hope that the federal courts put a stop to his machinations before election day! the whole idea of the fail-safe, or provisional, ballot is to permit folks to vote EVEN WHEN voting officials can't get their heads out of their lunch plates long enough to do a decent management job.

He can't be. At least not from a licensed attorney. Wouldn't the state Attorney General be advising his office?
I can't even imagine a scenario where only issuing a provisional if the voter is presenting themselves in the correct precinct would follow either the letter or the spirit of HAVA.
