If Indian programmers are being hired at $15K for the same work a programmer in the US would be paid $90K to do, the simplest way to take care of this is to devalue the dollar to 1/6 of its current value, or 16.6%. Devalue it by 83.4%. This will make our exports on an even keel with India, and probably destroy the incentive to move production overseas.

Another way is to make it illegal to outsource. There are ways to do this, but it won't happen.

Allow oil to be traded in Euros, and this will happen naturally.
