Bush in 2000 was not trying to "act tough & resolute" as he has post 9-11. He was awkward, yes, but said "no nation building" and his simple-mindedness wasn't as threatening. He didn't sneer.

Bush was OK, Gore looked like a sneering asshole.
Disclaimer: I believe Gore won the debates on an intellectual level. But the voters don't really care about that kind of thing.
