Here in PA, unless you're a new voter, you can be registered with only a name and an address - no SS#, no DL # - nothing.
Now, forgive me, but I have horses and cats and dogs with "human names". I could send in VR forms for all of them with our address, and then have someone come from another county and vote for them. I've only voted 5 or 6 times, but have NEVER had anyone ask for ID.
Doesn't this seem a little...um...problematic?

I don't see the problem.
I suspect that a state that doesn't require ID when you register requires some form of proof of identity the first time you absentee vote so that they can confirm the signature. After that, I don't see why anything more than a signature should be needed.

Don't go there, they are looking for this type of thing You never know what the "punishment" for getting caught could be.

..see the problem in this rule.
You can't register your horse because when your horse has to produce an ID and sign in the first time she votes, the poll workers will know something is up.
Why did you put quotes around "punishment"???
