Why believe Kuwaiti Intel that Saddam was to shoot down Bush plane?

in 1993 when Bush family all went to Kuwait for Daddy to receive an award? (Maybe not such a good idea so close to following the war.) If all this intelligence about Iraq is wrong, why should we believe that story especially coming from Bush's allies the Kuwaitis. Didn't the New Yorker Magazine say this intel was questionable also? Anyone got the link?
