BBV - Guam 26 missing 'ballots'. Race decided by 4 votes
Arriola said an unresolved issue is the discrepancy between the number of voters who signed in at the polls and the number of ballots that were cast. Yesterday's recount showed that there were 26 fewer ballots cast than signatures. The count showed that 1,859 signed the register, but only 1,833 ballots were cast on paper or electronically.

"The Election Commission has some explaining to do," Arriola said. "It just can't be as simple as, 'We don't know.' Twenty-six ballots is a huge number, especially in a race like this. It goes to show that the Election Commission's got to be very careful in how they conduct themselves with regard to these processes."

Rivera also expressed concern about the number of missing ballots and invalidated ballots.

"I am surprised (about) the number of ballots that are missing. We're concerned because we don't know who they voted for," she said.
