1. I don't know but,
at least in my state, if you have an absentee ballot you have to use it, and they won't let you vote at the polling place on election day. I would contact your local officials.

Make some inquiries to your County Registrar of voters to figure out where the fraud is being committed. This may be bigger than we think and we need to get to the bottom of it.

3. Definitely contact somebody
It could be some kind of error or it could be someone is playing fraudulent games with absentee ballots. It pays to at least ask a few questions.
