I'd say Malaysian Anglicans of Chinese heritage.

Chinese and Indians are treated as second-class citizens, both in religious and economic terms, in Malaysia, and yet the Malaysian chapter of the Anglican Communion, whatever it's called, is almost entirely Chinese and among the most homophobic in the world.
