If I recall correctly... He had an innovative wall made out of used tires.
But I'm all for this. If it is vacant land, and the structure is easily removable, I cannot see an ethical dilemma. I do worry about fire in colder climates, though. A wood stove can kill you in several ways, and it would not bode well for such a volunteer effort were a major loss of life fire be started by such a shelter!
Why cant homelessness be a national emergency? Seems to me that FEMA could come up with at least some tents and MREs. We manage that for the homeless in other lands, don't we?

small houses - there are several ways we can help the homeless: Habitat for Humanity is one of the few faith-based organizations I would fully fund to build housing for the poor - they just built a house for my granddaughter and great-grandson - it is beautiful. The other organization it like is the Tumbleweed Tiny House Company at www.tumbleweedhouses.com
