Bernard is a Quitter, he left before his mission was done in Iraq, the mission he took on.

Bernard is a former Jail House Guard, /Warden of Rikers Island. Rudy Guiliani appointed him I believe, pissing off many NYC Cops who should have been promoted to the position.

Funny, the Police Commissioner before Bernard Kerick is named 'Bratton' and he thinks Rudy Guiliani is an asshole.
