Does anyone know if the explosive devices
or material that Saddam had (and is missing now) was illegal for him to possess? Because Peggy Noonan is already saying: "aha! He DID have WMD"! So, I'm wondering if this was stuff it was OK for him to have?

1. They were conventional explosives.
Not illegal, and they were documented by the UN before any of this happened.

3. they were under the IAEA seal, we know they had them the inspectors
knew they had them, our soldiers checked it out for WMD's and when they didn't find any they just left them there!

4. The UN was monitoring the site pre invasion, as Saddam and Bush both knew.
The weapons were contained and accounted for. When we invaded Iraq the UN monitoring agency had to leave and was not allowed back by US military authorities to assist after we took Baghdad. In the ensuing chaos, the munitions were heisted. As posted above, they were dual use munitions, meaning they had a legitimate civilian use (construction, etc.) and a military use ("conventional" bombs). They were not weapons of mass destruction, but they are now weapons of terror due to our failure to keep them under control as the UN teams had been successfully doing pre invasion.

6. Legal for most uses but could be used in nuclear program
The explosives were classified as dual use materials that could be used in nuclear program but also had legitimate civilian uses.

that's what I thought. Noonan is just trying to float this out there for the faithful I guess. They believe any explanation given to them. I will say though that Lou (Dobbs) tried to steer her right but still......
