Did Agents of the Administration Steal the 380 Tons of Explosives?
There's no doubt in my mind that is what happened. Which doesn't mean they're not already in the hands of Bush-'friendly' terrorists around the world. And my gut agrees with my mind on this one. What does your mind/gut tell you?

Put chemical or biological agents into them and violla! You have your weapons of mass destruction.

To add to your scenario: If the plot is to find them in the hands of the people most interested in keeping Iraq in a state of chaos, that would be any one of the US terrorist fronts operating in-country, then the Administration would profit in two ways; "discovering" them would be one, and, two would be pinning the blame on the all-encompassing freedom-hating terrorists who are in most cases played by US contractors and former and active-duty spec ops.

up. In secret caches held by the insurgents until a little bit is used to blow up some U.S. soldiers or some Iraqis who are trying to work with Bush. Not in the pockets of Oliver North or whatever.

Occam's Razor: One should not increase, beyond what is necessary, the number of entities required to explain anything.

Why do we have to make this into an extra conspiracy for which there is zero evidence (that I know of, anyway) when the "conventional" story (and the varying lies, excuses, and whininess offered by way of explanation) is enough, by itself, to make the bush administration look like clueless imbeciles?
