The minorities have decided to make room for Delay
He can now join the Army because the minorities have decided they will give him the coveted opening he so desires. There is now a spot waiting for Mr. Delay so hurry up and join in the fun. Be an Army of One, you can do it.

2. Or in prison
I know a prison guard in Texas, and I'm sure the minorities in his prison would be delighted to make room for Delay. I know he'd love to get him into his particular cell block.
