Where in America is the party doing the worst job of getting out the vote?

Where in America is the party doing the worst job of getting out the vote?
My guess in Orange County, CA where hundreds of people signed up to be team captains for Kerry and then were never called or wound up working on their own. The greass roots effort here is great. The party effort makes one wonder if there is a party. Is the party not doing its job in any other county?

1. This sounds like Orange County, Fl in 2000.
But I don't think that applies anymore. Sounds like things are hopping over here.
