Rambling, yes. A little weird, yes. Drunk? Inconclusive. Look at what he did with the glass at the end - he did the same thing during his flop at the first debate - he was sucking on an empty glass, trying to get that last little bit of water out of the bottom.

i wouldn't mind having a guy like that for a drinking buddy(Sure as hell not for presidente) but he seems like an OK character when he's not talking about politics or religion.
