OBL and the Power of Nightmares.
A President with a manufactured persona needed to establish his credentials as a wartime leader. He gets his wish to be a War Leader by the happenstance of 9/11 which was called for by his minions at the PNAC so he can continue the pretense of a Churchilian savior of America against the fiendish machinations of an evil Arab.Time to time a tape surfaces to remind people of this evildoer so Bush can keep putting on his "Fear Theater" for us.He also uses this to mount a war by lying about the presence of WMD's in a country that does not like fundamentalist Islamists.The nightmares in our psyches are now complete: An evil religious fanatic and an evil dictator who possesses
WMD's and may hand them over to the evil religious fanatic who has already carried out a successful attack against us.

The connections are subliminal and powerful.They appeal to our fear of religious fanatics, who are brown skinned and in our imagination the very embodiments of evil. What more can a nonentity like Bush ask for in trying to perpetuate his power? Think about this and you will be able to connect all the dots.
